CENTRAL INSTITUTE OF OPEN SCHOOLING
Central Instittute of Open Schooling (CIOS) was set up and registered in 2010. The CIOS identified the Delhi State to provide education up to secondary/ senior secondary level, especially to the children belonging to Scheduled Tribes. It was observed that there was an urgent need to reach the STs, socially and educationally disadvantaged classes and other culturally, economically, geographically weaker sections of the society, as literacy rate among these groups, particularly among girl-child is very low. In view of the need to accelerate the pace and progress of secondary education, especially in tribal/ rural conglomeration, Central Instittute of Open Schooling (CIOS) proposed to collaborate with the State of Delhi Based on the experience gained over the period, it may spread its wings to similar pockets in other States.
A detailed scheme of Syllabus along with the scheme of Examination for High School & Intermediate Examination is enclosed along with the Project submitted to the Government of Delhi. It may be submitted that in respect of Secondary/High School and Senior Secondary/ Intermediate programme, the learner will study 6 subjects for Secondary and 5 subjects for Senior Secondary for the purpose of certification. However, a learner will be permitted to study one more subject as per his/ her convenience. Course curriculum in each subject will be planned for 100 hours of study time, and out of this 40 hours will be at study centre/ academic centre/ personal contact classes and 60 hours as self-study. The entry requirements at SSC (10th level will be as followed by open schools.
The CIOS will conduct public examinations twice a year, as is being practiced by other State Open Schools. A candidate will get nine chances to appear in the public examinations over a period of 5 years from the date of registration to complete the Secondary School Certification (SSC)/ Sr. Secondary School Certification (Sr. SSC). CIOS shall issue SSC/ Sr. SSC pass certificates under its emblem to all those who qualify the SSC/ Sr. SSC course. These certificates will be equivalent to SSC/ Sr. SSC of formal system in the country on reciprocal basis. A candidate can choose to appear in any one or more subjects in any examination and earn credits, which will be accumulated till all subjects required for certification are successfully completed within a period of 5 years from the date of registration. Candidates who have appeared in SSC examination in any other Board/ Council recognized by COBSE and have passed in certain subjects can get their credits transferred up to a maximum of two subjects while appearing for SSC in the Open Schooling system. Besides, the CIOS would also offer `On Demand-On-Line` examination to the desirous students. A detailed scheme in this regard is attached herewith.
CIOS will set up its centres at district headquarter level in the State. A minimum of one institution in each Block will be nominated as Academic Centre/ Study Centre for academic centres. However, there may be no restriction for more Academic Centers in case of demand. It will have the option to set up its branch(s) at places other than Delhi also, depending on the need and requirement, as the scheme progresses.
Approve study or academic centres and/or vocational study centres through appropriate agreements with such centres to implement open and distance learning programmes; The issued certificates of Central Instittute of Open Schooling (CIOS) are accepted by Ministry of External Affairs of MHRD Govt. of India.
CIOS shall be a self-sustained body without any financial commitment on the part of the State Government.

RAJKIYA INSTITUTE OF OPEN SCHOOLING
Rajkiya Institute of Open Schooling Lucknow Uttar Pardesh was established on 1st December, 1986. Earlier, the Regional Centre, Lucknow was looking after whole of Uttar Pradesh but with the creation of new state of Uttarakhand and expansion and decentralization of various activities, new Regional Centres at Aligarh, Varanasi, Dehradun and Noida were established and districts from the jurisdiction of Regional Centre, Lucknow were transferred to these Regional Centres. Even after such divisions, Regional Centre, Lucknow is still one of the largest Regional Centres in terms of jurisdiction and enrollment of learners.
Rajkiya Instittute of Open Schooling Lucknow Uttar Pardesh commenced its functioning with one study centre under its supervision at Jai Narain Degree College, Lucknow. In 1987, major expansion took place when 09 LSCs were established in important cities such as Allahabad, Agra, Bareilly, Dehradun, Kanpur, Varanasi, Gorakhpur, Sultanpur and Haldwani. The expansion continued and in the next 10 years, the number of Learner Support Centre rose to 50 by the year 2000. The first centre in Jail was established at Model Jail, Lucknow in year 2000.

NORTH EAST NATIONAL BOARD OF SCHOOL EDUCATION

North East National Board of School Education Assam under SR Act 21-1860. The Bord, under Government of India, is Legal Autonomous and non profit Institution and has legal right of teaching (Secondary/Sr.Secondary education) under the provision of constitution. Copies of Bylaws, prospectus, etc. are sent to the various Authorities and Departments of the Government of India/State Governments and Union Territories by the Board from time to time. The area of operation of the Board is wide and extensive all over India.
Information centres of examination are situated in almost all-major cities of India where semester/annual examinations are normally organized every year in May/September. Board is planning to open study examination centres for foreigners and non-resident Indians in various parts of the world.

There has been a radical change in the situation of women in independent India, the government and the men with progressive ideas have a strong supporter of its rapid spread by accepting the importance of women education in national life, this is why women today use equal opportunities for education. Politics, social, cultural, literary and science are active in all fields. Despite all this, there are many problems in front of women, due to which education has not been easily accessible and accessible.
Former President of India, Dr. Rajendra Prasad has said in relation to the education of girls, that nature and God have kept the burden of maintaining human beings on the woman and the creation of a human is not a man, but women can do it. The full and specific responsibilities of women should be understood by the society and in the education system, their dignity or inevitability should be kept in mind.
Regarding providing educational opportunities in relation to women education, Hansa Mehta Committee and Women Education, Acharya Ramamurthy Committee and Women’s Education, Radhakrishnan Committee, etc., educational reform committees have also done many reforms for the development of education of girls and women and in rural areas The need for education is outlined.

The purpose of establishment of Uttar Pradesh State Open School Council-
The road to development reflects a significant change in education in the society to meet the goal of empowerment towards economic and social equality is fundamental and important means, despite increasing investment in education and improvement, growth in gross nominal proportion compared to developed countries. .
Even after attempts made by the government for the construction of infrastructure for a large number of students at secondary and higher secondary level, the students / girls leaving school education in the middle will be provided education up to the undergraduate level through the free and distance education system. do .
Provision of disadvantaged groups notified by the government and the students of vulnerable classes which were deprived of formal education system for any reason, they have also given opportunities to secondary, higher secondary education through the system of electrification.
To encourage the backward caste, the Scheduled Castes, Scheduled Tribes and minority women in the rural areas by providing flexible education to the undergraduate level and by providing vocational education to them to be self-sufficient and encouraged by free school education.
India’s main component for the economic development of the year, the establishment of a Public Private Partnership (PPP) MODEL based Open School in the rural areas through the modern education system, which can be benefitted from vocational and employment education with an increase in gross enrollment retention.

Purvanchal University, Jaunpur renamed as Veer Bahadur Singh Purvanchal University in the honour of late Shri Veer Bahadur Singh, former Chief Minister of the state, was established on 2nd October 1987 as an affiliating university under U.P. state university act 1973. Continuous qualitative and quantitative growth, excellence in academic and administrative activities, transparent and efficient academic administration have been some of the distinct characteristics on the basis of which the university emerged as one among the leading universities. Started with the 68 affiliated colleges, the university now has widened it’s spectrum of activities with 367 affiliated graduate and post-graduate colleges and students enrollment of nearly three lacs and eighty thousand in 5 Districts of Eastern Uttar Pradesh.

The university is located at 10 km from the historic city of Jaunpur on Jaunpur-Shahganj road which divides it’s 171.5 acres campus into two. Jaunpur is well connected by Train, Road and Air with rest of the country.The infrastructure development, achievement of academic excellence, quality assurance in the higher education and socio-economic development of this highly backward & rural region of Eastern Uttar Pradesh are some of the priority areas for which the university is putting its best efforts. The beginning of two-year full-time residential MBA course in 1990 was one of the first steps towards making change in the character of the university from affiliating to affiliating cum-residential university.

Future Plans
The University also plans to start courses in Medical Sciences and Library & Information Sciences , B. Tech [Biotech] in near future, which would certainly prove to be a mile-stone in the multidirectional academic expansion of the university. The inclusion of university in the 12(B) of the UGC and its accreditation by NAAC in the year 2001 and 2004 respectively, have been pivotal in moving the university in list of prominent centers of higher learning on national higher education map. These developments proved to be instrumental in the academic expansion of the university, especially in promoting the quality teaching and research.
Extension Activities
Apart from its’ regular teaching, research and extension activities, the university has always discharged its’ social responsibilities also. Financial assistance to the relatives of Kargil Martyrs, regular support to the victims of natural disasters including the recent financial assistance of Rs. 51 Lakhs to Tsunami victims are some of the examples that make us a socially responsive organization. Recently the university has organised Bapu Bazar especially for socially backward people in which used clohthes were sold on nominal rates (2 , 5 Rupees) . In terms of infrastructure development too, the university has made a tremendous growth as is quite evident from it’s well developed fully residential campus, consisting of all the modern infrastructural support system required for an effective higher teaching-learning.
